In 2010, the dangerous districts in the periphery of Paris are surrounded by walls, and the dwellers do not have school, hospital and even police in the area, which are ruled by drug lords. In the 13th District, Leito is a honest man that lives in a clean building and does not permit drug dealers nearby his neighborhood. When he destroys one million Euros in heroin of Taha Bemamud, the criminal abducts Leito's sister Lola and the corrupt police arrests Leito. Six months later, the tough and honest Capt. Damien Tomaso is assigned to find and deactivate a stolen bomb that might destroy the 13th District and the two million dwellers. Together with Leito, they have to face the gang of Taha and disclose a despicable secret behind the robbery of the bomb.
In the near future, the worst ghettos of Paris, France are literally walled off and among the worst is District B13. Controlled by the ruthless crime lord, Taha, a young righteous punk named Leïto is determined to bring him down. When the boss retaliates by kidnapping his sister, Lola, a rescue attempt by Leïto is destroyed by betrayal that gets him arrested and Lola kept in the clutches in Taha. Six months later, a crackerjack undercover cop named Damien is given a urgent mission: a neutron bomb has been stolen by Taha in District B13 which has an automatic timer function engaged and set to detonate in less than 24 hours. Now with time running out, Damien and Leïto must work together to find and stop the bomb, but there is far more to this crisis than any of the field players realize.
I'm not really convinced of this free-running thing. The only time I really see it on TV is when it's involved in some kind of baggy-pants, 'yoof' skateboarding crap. I was intrigued to see how it would end up in an action movie.
In recent years, Luc Besson has been making quite a name for himself in producing loads of tough, anti-Hollywood values action movies (though the less said about the downright awful Le Transporteur II the better). One of his pals, Cyril Raffaelli, who had small roles in Le Baiser mortel du dragon as one of the blonde non-twins and Le Transporteur, is pretty much the most flexible, extreme martial artist in movies today. Christ almighty, can we possibly make this guy anything more than just 'movie star'? Demi-God? Teaming him up with Parkour (free-running) 'founder' David Belle for movie with loads of jumping, kicking and shooting seems like such a wonderful, high-concept idea. And it is. Mostly.
Set in 2010, in which the slum of Paris has been walled off from the rest of the world, a stolen nuclear device has fallen into the hands of ruthlessly evil gang boss Taha (Bibi Naceri, who also wrote the movie) and it's up to renegade cop Cyril and not-so-good pal David to go into the slum and beat-up all the scumbags.
The action scenes are brilliant and feature some of the coolest martial arts sequences in ages. All with a slight touch of humor. The tone of the film is somewhere in between the light-hearted nature of the Taxi movies and the violence, mean spiritedness of Le Baiser mortel du dragon. It's all wrapped up in a lean 85-minutes but it just lacked that one final punch to knock us out of our seats.
A special mention must be made for the gorgeous former porn-star Dany Verissimo (check out some of her stuff, she's awesome), who plays David's kidnapped sister. I just have a thing for slutty-looking girls in torn suspenders with running mascara. Meh!
One helluva cool action movie, just falls short of being one you can enjoy a zillion times over.
District 13, to give it it's English title, is a slightly futuristic story which combines high-octane action with social conscience drama, yielding one of the most original and stunningly executed action films in recent times. The films stars David Belle, co-founder and original practitioner of the urban gymnastic discipline known in France as Parkour. It's not difficult to see why his skills are necessary to make this film work, and those of his former stuntman co-star; they showcase their talents to dazzling effect on throughout the film, and their acting is certainly adequate for the task (Ray Park take note). The basic story is of Lieto, a man who's only mistake was to be a resident of District 13 in Paris when the authorities decide to ostracise the inhabitants by building a huge wall around it. In this way, they can keep what they consider to be an uncontrollable population of criminals away from the rest of Paris. However, Lieto is an honest man who hates the drug-dealing and wants to clean up District 13 from within. The ensuing contest of wills between him and a drug-peddling gang-boss requires him to seek the aid of an infiltrating police officer in rescuing his sister and preventing the destruction of his home, District 13. The viewer should not be fooled by the futuristic setting, as it merely serves as a plot vehicle, to highlight the possible consequences of modern civil unrest in the poorer city districts of France. As in La Haine, the recent Parisian riots form a backdrop, although in the case of Distric 13 those events are never directly referenced. If the idea of France's solution to their social problems seems a little far-fetched or disposable, it's worth remembering that this is primarily an action film, a work of entertainment.
A ridiculous but exciting action movie.
