George Kuffs is a flake who's a high school drop out and who's irresponsible. When his girlfriend tells him she's pregnant he freaks out and she dumps him. He goes to his brother, Brad to ask him for money but Brad puts his foot down and tells George it's time to shape up. Brad runs a Special Police Force and tells George to work for him. Before he could decide, Brad is killed. George sees the man who killed him, but because he didn't actually see him kill his brother the man is released. George takes over his brother's district and sets out to get the man who killed his brother. The police assign a detective to keep an eye on him but George finds a way around him and nearly gets killed. His employees don't think he should be in charge. And a man approaches George and offers to buy his district which George thinks is suspicious. So he follows him too.
George Kuffs didn't finish high-school, just lost his job and his girlfriend who still is in college is pregnant. Since he can't see how he can support her, he thinks she is better off without him. So he visits his elder brother, Brad, to squeze him for a loan so he can go to Brazil where there's a gold-rush going on. Unfortunately Brad is killed and George is suddenly the owner of Brad's "patrol special" district.
Don't get me wrong, it's a cheesy 90s action comedy. But it's a great cheesy 90s action comedy. You got Christian Slater of Heathers, playing the snarky, irresponsible, but lovable George Kuffs. He finds out his girlfriend Maya (Played by future RE Star Milla Jovovich) is pregnant and leaves her to find a way to get some money from his more responsible Patrol Special brother Brad (Played by Tron himself Bruce Boxleitner). While the latter is not too happy about the former's slacker routine, he obliges only for tragedy to strike when he is gunned down by an assailant. George finds out he inherited his brother's district and rather than sell it, he decides to run it, using the resources available to him to find his brother's killer. Upon training he is assigned to Ted (Tony Goldwyn of Ghost), an SFPD officer tasked to showing him the ropes. It's a movie of thrills, spills and bleeped out cursing and it's worth the watch.
OK so overall the story was a bit transparent. Here's what it is about: George Kuffs (Slater) is a restless young man who is always looking for the get rich quick scheme. When his drop dead gorgeous girlfriend (Milla Jovovich) starts to get serious, George decides its time to move on. George approaches his older brother Brad (Boxleitner) for a loan, he receives a job offer instead, Join Brads Patrol Specialist team (basically the cops) George doesn't want to do it, but when his brother gets Gunned down in the line of duty by the greatest T-Shirt wearing badguy on the planet (Leon Rippy). He inherits the Patrol Specialist business. George finds himself in the police academy, by day and trying to find clues to his brother's murder by night. George is assigned a partner (Tony Goldwyn) who to say the least doesn't approve of George's tactics or disregard for the rules that come with the badge. The director/writer Bruce A. Evans and writer Raynold Gideon wrote this part for Christian Slater, it has his heathers wit and charm with the unmistakable delivery of Slater. The one-liners are littered thru the story. Ex.- At one point while fighting a badguy Kuffs throws a lamp at the intruder; the lamp is plugged into the socket and falls harmlessly at the intruder's feet. This movie was set with the backdrop of San Francisco which is beautiful in its own right, but when one of the greatest directors of photography Thomas Del Ruth is involved it makes it that much more interesting. Look for amazing shots for instance two of my favorites, a paint store owner is killed and he lands in a giant pool of yellow paint the blood makes a smaller pool in the middle of the yellow. The other is when Kuffs is brought into the station in the back of a black and white police cruiser they drive by this gigantic red wall. A lot of people may not appreciate this but those that have read this far into this, may.
