Nico Toscani is a martial arts expert who was recruited by the CIA when he was in Japan, he would be sent to Vietnam. While there he witness the sadistic treatment of prisoners by Zagon, an interrogator, when he clashes with him, Nelson Fox, his friend tells him to get away. Nico goes home to Chicago and becomes a cop. 15 years later, when he busts a drug dealer, he tells Nico of a major deal going down, when he busts them, he discovers a cache of plastic explosives. And before he knows it everyone he arrested is released and when Nico tries to find out what's going on, a brick wall thrown in front of him. But Nico isn't about to let that stop him. And before long Fox calls Nico to warn him to back off and it's not long after that he is arrested and suspended from the force. And when a bomb is set at his church, which kills the parish priest, Nico wages an all-out war on whoever's doing this.
Nicolo "Nico" Toscani is the son of Sicilian immigrants, and Nico studied martial arts in Japan. His talents got the attention of CIA, which recruited him and sent him to help in some covert operations on the Vietnamese-Cambodian border in 1973. There, he became disgusted with Zagon, one of his superiors who used the Vietnam war as an opportunity to get into the money making business of smuggling drugs. Nico left the CIA, and Nico now works as a Chicago detective and he has a wife named Sara. Nico discovers a major drug deal that involves Salvadorian drug dealer Salvano. Nico and his partner Delores "Jax" Jackson arrest Salvano, but Salvano is released at the request of Federal officials. Not listening to the orders to back off, Nico discovers that Salvano is connected to Zagon, who wants to fund an invasion of Nicaragua. When Senator Harrison puts the heat on Zagon and his group to reveal their undercover operations, Harrison becomes Zagon's next target. Sara's life is put in danger when Nico tries to protect Harrison from Zagon, who will stop at nothing to keep Nico out of the way.
Steven Seagal's acting debut is a fast-moving little crime thriller, involving drugs smuggling, police corruption, and a maverick cop (guess who?). This above average thriller has a pretty generic plot, but there are lots of fight scenes to keep things moving swiftly along, and also the benefit of a young-looking Seagal. The pacing is spot on and a tight budget used to full extent in terms of screen spectacle. This was before Seagal became a totally indestructible killer who the bad guys couldn't lay a finger on, here he looks fragile and takes a beating before the final credits. Therefore, this guy is always on the line, instead of the viewer knowing that he's going to kill everybody without a single scratch. The freshness of Seagal's debuting character is what makes him of greater interest than normal.
The fight scenes in this film basically show off Seagal's different abilities, whether it be jumping on the roof of a car to grab the bad guys, using his gun to take criminals down, or of course his famed martial arts skills which show him taking on multiple opponents with little effort required, packed with the bone-breaking violence we know and love. People are thrown through windows and into tables and there are plenty of exciting moments, like when a small shop becomes a battleground or the shoot-out in a multi-storey car park at the end. Added to this are memorable images such as a row of highly trained killers, walking down the street calmly while firing automatics. The fight choreography is excellent and the photography also superb, kudos to the cameraman for shooting the various scenes so well and making them look this good.
Seagal is supported by an interesting cast for once with numerous familiar faces in supporting roles. Genre favourite Henry Silva, the only man to look scarier without makeup than Christopher Walken, is sadistically evil as the chief villain, a torturer no less who enjoys inflicting sadistic torment on his enemies. His features constantly perverted in a twisted grimace, Silva makes an excellent bad guy and for once his death truly fits the crimes he has committed - let's just say it involves a ton of explicit bone-breaking. Up-and-coming starlet Sharon Stone has a small and rather thankless role as Seagal's wife, although '70s blaxploitation icon Pam Grier as Seagal's partner fares a little better with a part which is still somewhat underwritten.
NICO: ABOVE THE LAW remains far more believable than other actioners of the time like Schwarzenegger's COMMANDO, thanks to the plot which always keeps its feet on the ground and isn't too elaborate to seem contrived. The events occur with an emphasis on realism and a degree of characterisation to engage the viewer. These events could happen and do happen, and there's a gritty feeling to the film. It's a bit clichéd, for sure, but the formula works, which is why it has been used so many times before and since. The clever drama gives Seagal one of his best roles and the film has a hard edge to it which his later actioners lack. Therefore it deserves an very good rating, as it's a solid thriller which succeeds in all that it tries to achieve, thanks to solid direction from Andrew Davis (UNDER SIEGE) at the near peak of his game.
This is Steven Seagal's film debut , here he also co-wrote and co-produced . The pictures in the opening credits , including the one of the baby Nico , are actually real pictures of Steven Seagal in his youth . It deals about Nico , a tough Chicago cop , he's a CIA ex-agent , Vietnam veteran and Aikido expert . He teams up with a police woman (Pam Grier) , forming a two-fisted duo . Nico takes on drug smuggling ringleader (Daniel Faraldo) and undergoes a violent confrontation against corrupt Cia agents (Henry Silva) and criminal gangs.
The picture packs noisy action , buddy movie , thriller , shootouts, suspense and results to be quite entertaining . Violent and not particularly literary but worthy entry in action genre . Wooden Seagal plays the violent Nico , he cleans up Chicago city by means of punches , kicks, bounds and leaps , martial arts abound with fights certainly slick . The sword-fighting sequence was staged using Steven Seagal's own martial arts . Steven Seagal personally selected every weapon seen in the film . The Aikido expert Seagal saves the day in this exciting movie which co-produced and wrote developing some autobiographic events about his real-life . In the film appears Sharon Stone in role secondary , as Nico's wife , furthermore Michael Rooker, almost extra and Ron Dean , an actor which director Andrew Davis likes to use in most of his movies . The picture contains enough action and violence for fans of the genre and the addicts will give this a passing grade because being professionally directed by Andrew Davis . He has shot most of his films in Chicago and he's an action movies expert (The guardian , Collateral damage , Chain reaction , The fugitive) and previously gave credibility in a vehicle for Chuck Norris (Code of silence) and again directed to Seagal in his best movie (Under siege) . This one is an acceptable thriller , exciting and tense at times with fine work , as always , from director Andrew Davis . If you're a former Steven Seagal fan you'll like it because is a strong outing for action buffs .
