Getting my license in April. Good cars w/ low insurance rates?

"I am a 43-yearold extremely balanced female whonot smoke. Our children are on Oregon healthplan and my man has many health problems and is on permanent disability and medicare. Oregon health plan is n't qualified for by So.I and we cannot manage many medical insurance options. So...I was thinking an HSA could be best for me since I haven't any health problems
