5 levels of professional development evaluation
"Unfortunately, a great deal of staff development evaluation begins and ends with the assessment of participants' immediate reactions to workshops and courses. While this information may be helpful to staff development planners, good evaluation design also gathers additional information. Beyond the (1) initial collection of data on participants' reactions, evaluation must focus on (2) teachers' acquisition of new knowledge and skills, (3) how that learning affects teaching, and in turn (4) how those changes in practice affect student learning. In addition, evaluators may also be asked to provide evidence of (5) how staff development has affected school culture and other organizational structures. "
"The ultimate worth of professional development for teachers is the essential role it plays in the improvement of student learning. That means that educators must pay attention to the results of professional development on job performance, organizational effectiveness, and the success of all students. Each professional development effort should be accompanied by a well-designed evaluation plan for determining its effectiveness. Because of the complexity of current changes in education, this plan should focus extensively on the use of ethnographic research. It also should extend over time in order to describe and give value to the interrelationship of individual change and systemic change in education. "

The Standards for Staff Development document by the National Staff Development Council (NSDC) provides widely accepted and highly regarded standards for professional development. While these standards were developed with face-to-face professional development in mind, they also reflect important aspects of quality professional development, regardless of how it is provided. This document expands NSDC standards to include important issues and topics unique to online learning.
