Acting on the fourth purpose of The Breakthrough Center, MSDE convened a Policy Practitioners Workgroup to identify and recommend policy that provides underperforming districts and schools with the incentives and leverage required to turnaround their patterns of underperformance. Mass Insight refers to this as changing conditions.
The Turnaround Challenge calls upon states to create protected space for failing schools that is “free of bureaucratic restrictions and overly stringent collective bargaining agreements.” Research and practice tells us that many times, local and/or state policies create the conditions that make turnaround difficult, perhaps impossible, and most definitely unsustainable. On the other hand, local and/or state policies can also create the conditions that make turnaround possible and sustainable.
A review of the technical evidence leads us to conclude
that, although standardized test scores of students are one
piece of information for school leaders to use to make judgments about teacher effectiveness, such scores should be only a part of an overall comprehensive evaluation. Some
states are now considering plans that would give as much as 50% of the weight in teacher evaluation and compensation
decisions to scores on existing tests of basic skills in math and reading. Based on the evidence, we consider this unwise.
Any sound evaluation will necessarily involve a balancing of many factors that provide a more accurate view of what
teachers in fact do in the classroom and how that contributes to student learning.
