APS Mission - From State of the Schools Report - February 4, 2009.
Our Mission is:
“to ensure that each student in our diverse population achieves his or her fullest
potential in a safe and affirming learning center characterized by an extensive,
student-focused collaboration of all segments of the community, with an
emphasis on preparing students to live and excel in a global environment
Goals: The superintendent's goals for improving the district include:
Appointed superintendent in August 2008, David W. James has been employed by Akron Public Schools for 17 years.
• Social-based learning – students want to leverage emerging communications and collaboration
tools to create and personalize networks of experts to inform their education process.
• Un-tethered learning – students envision technology-enabled learning experiences that
transcend the classroom walls and are not limited by resource constraints, traditional funding
streams, geography, community assets or even teacher knowledge or skills.
• Digitally-rich learning – students see the use of relevancy-based digital tools, content and
resources as a key to driving learning productivity, not just about engaging students in learning.
When asked to select the ideal characteristics of a 21st century school, visionary administrators were more likely to share priorities with students than with their peers. Every year, more students choose one-to-one laptops than any other item on the list. Laptops proved to be a top pick for more visionary administrators (72%) than other administrators (61%).
Technology management has evolved from a district business service to a core instructional service where technology administrators work closely with curriculum and instruction staff to analyze needs and plan strategically. Almost all visionary administrators (93%) believe that using technology improves student achievement.
Based on research and input from the field, the essential conditions for technology integration include: shared vision, implementation planning, consistent and adequate funding, skilled personnel, ongoing professional learning, technical support, student centered learning, engaged communities, support policies, and supportive external context (ISTE, 2002).

7. Blur Boundaries—Design for Community Benefit
The traditionally rigid boundary between school and community is becoming blurred and will only become more so as technology increases the capacity of students to learn anytime and anywhere.
Participants agreed that we now have the opportunity to rebuild the connection between school and community and see the community and the larger environment as a valuable learning asset.
School facilities serve multiple civic and social purposes beyond teaching and learning, and historically they have played a major role in the socialization of young people. In addition, schools play an increasing role in child rearing by providing a wide array of nonacademic services and supports—including breakfast, lunch, health care, and after-school programs to millions of children, in addition to providing emergency shelter in times of crisis.
Participants believe that these civic and social purposes will become even more important in the years ahead and should be more fully integrated into the design of new schools. Schools in the future will increasingly provide a rich array of social, recreational, and artistic opportunities to the broader community, as mayors and other community leaders seek to cluster educational and municipal facilities in order to maximize the use of tax dollars.
Credit Recovery Courses challenge "seat time" requirements
In light of that kind of growth, some advocates of online credit recovery feel states have been slow to create policies that support such learning.
Carmita P. Vaughan, the chief strategy officer for the America’s Promise Alliance, a Washington-based nonprofit partnership with a key mission of improving high school graduation rates, contends that some states’ “seat time” requirements are a hindrance to the effective use of credit-recovery programs. With such requirements—long a mainstay of eligibility for a high school diploma—students must spend a certain amount of time in class, typically 120 hours, for each high school credit earned.
Many online credit-recovery programs, however, consider a student to have passed a course
“The notion that students should have to sit in a chair for a certain amount of time when it’s only a certain aspect of algebra they didn’t get baffles me,” Ms. Vaughan said .
Kathy Christie, the chief of staff for the Denver-based Education Commission of the States, agreed that states should create policies that enable students to earn high school credits for mastery of skills, not just seat time.
if he or she has demonstrated mastery of the subject matter. Passing is not based on how much time he or she spent online.
“The notion that students should have to sit in a chair for a certain amount of time when it’s only a certain aspect of algebra they didn’t get baffles me,” Ms. Vaughan said
